Priority one is always surviving the initial event. After that the next 72 hours are critical. If aid is available it is stretched extremely thin. People are dazed, injured and scared. At their most vulnerable and too often for some their most dangerous. If supplies are intact they are at a premium. Help may be on the way, but we have all seen how slow the wheels of bureaucracy turn even in an emergency scenario,
Look at the peoples of Puerto Rico, thousands and thousands are still with out power or supplies including drinkable water months after the hurricane. Neighborhood groups and local charities have been there on the ground helping as soon as they were able to regroup. Your 72 hour plan and preparations are what you have until you are able to either get help or regroup yourself to your bug in or bug out plan.
